For promoting economic and business development, both national and international.  Congress has given tribes unique rights in the Federal Procurement Process.  All federal agencies and their 80,000 divisions are required to provide special procurement access for Tribal Government Business.

• Congress extended Special Procurement Rights advantages to Tribal Government Firms beyond those afforded to other 8(a) businesses

• Agency Officials told GAO they turn to "Super 8(a)" Tribal Government Firms as a quick, easy, and legal method of awarding contracts for any value.

• Specific Contracting Officers were under the impression that the scope of work could be expanded to include any additional line of business not in the orginal contract because it was a Sole-Source "Super 8(a)" Tribal Government Firm contract.

• Experience Requirements: Take into account relevant past performance of predecessor companies, sister companies, key employees, who have relevant experience, or subcontractors to perform major and critical aspects of contract requirements.
